There's No Single "Cheapest Country"
This is the biggest misconception about Steam regional pricing. Notice how in the table above, the cheapest country is different for almost every game — Ukraine, Pakistan, Kazakhstan. Each publisher sets their own regional prices, so what's cheapest in Turkey for one game might be cheapest in Ukraine for another.
